Director of Economic Development


Position Definition

Functions as Economic Development Officer for the County.  Problems encountered range from routine to complex in nature.  Employee’s actions will have considerable impact on the effectiveness and credibility of administrative actions of the county and considerable impact on financial resources, goodwill, and/or public assets of the County and Commonwealth.  Significant interaction with diverse constituencies and public contact is required.  The Director of Economic Development will perform complex professional and administrative work in managing and directing the activities of the Dinwiddie County Department of Economic Development to include industrial, commercial, retail and office development. Considerable independence in decision-making.  Under the direct supervision of the Division Chief of Planning and Community Development.

Typical Examples of Duties

Plan, organize, direct, and implement all economic development activities in Dinwiddie County as the economic development officer for the county;

Reviews, analyzes and responds to prospects inquires in a prompt and effective manner;

Prepares marketing items, prospect proposals, grant applications, and meeting materials;

Maintains County economic development web site and sites and building database and communicates property updates to regional and state departments;

Promotes and encourages feasible and economically desirable cooperative projects with neighboring political jurisdictions;

Assists and advises the County Administrator, Division Chief of Planning and Community Development and assigned departmental personnel in matters pertaining to management services in order to facilitate the accomplishment of the work of the County government;

Evaluates management activities to ensure compliance with state and federal laws, rules, and regulations;

Promotes economic growth and diversification of tax base through the attraction of new businesses and industrial opportunities to the County while fostering the growth of existing businesses and Industry;

Multiple and frequent internal and external contacts to consult with others on matters related to administrative management activities and implementing administrative policies and procedures;

Assists in providing contact point for citizens with suggestions, problems, or complaints, keeping the county Administrator informed and advised on those matters;

Assists in providing liaison between the Board of Supervisors and all elected and appointed County officials;

Provides direct staff assistance to the Industrial Development Authority (IDA);

Develops, interprets, and applies policies and procedures;

Assists in devising means for executing and carrying out county policy;

Makes feasibility studies;

Assists in the preparation and administration of the County budget pertaining to assigned department;

Performs other duties assigned by the County Administrator, Division Chief of Planning and Community Development and/or the Board of Supervisors of Dinwiddie County.

 

Qualifications

Education and Experience:  Any combination equivalent to graduation from college with a major in business, management, public administration, planning, or engineering and with three (3) years of responsible management experience in a related field or in a capacity requiring frequent contact with and understanding of the operation of public agencies.

Knowledge, Skills, and Abilities:  Thorough knowledge of the duties and mission of local governmental units.  Thorough knowledge of the methodology and procedures of administration, management, and finance.  Have knowledge of and keep informed about good practices in marketing, Geographic Information Systems, Economic Development, and Planning.  Ability to evaluate, develop, interpret, and apply policies and procedures.  Ability to manage complex projects and to coordinate with multiple government and nongovernmental agencies and organizations.  Ability to handle diverse, complex, and sometimes sensitive and volatile situations.  Ability to communicate both verbally and in writing.  Ability to effectively interact with diverse constituencies.
