<title>WOTC Updates</title>

<description><![CDATA[<p><span style="color: black;">The Department of the Treasury and the Internal Revenue Service (IRS) recently issued Notice 2020-23.&nbsp; Under the notice, a time sensitive act due to be performed on <u>or after April 1, 2020</u>, and <u>before July 15, 2020</u>, can be performed by July 15, 2020.&nbsp; This includes the requirement, for an employer seeking to qualify to claim the Work Opportunity Tax Credit, to send IRS Form 8850 to a State Workforce Agency no later than 28 days after an individual begins working for the employer. <b><span style="background: yellow;">Specifically, this applies to WOTC certification requests containing an employment start date on or after March 4, 2020 and on or before July 14, 2020.</span></b>&nbsp; As a result, under the notice, employers that otherwise would be required to submit IRS Form 8850 to a State Workforce Agency on or after April 1, 2020, and before July 15, 2020, have until July 15, 2020 to submit IRS Form 8850.</span></p>

<title>Newport News &quot;Open for Business&quot; Program is Live</title>

<description><![CDATA[<p><span style="font-family: Arial;">The City’s Development and Information Technology departments recently launched an interactive, web-based map – “<a href="https://nngov.maps.arcgis.com/apps/webappviewer/index.html?id=672c2adb15944f3282ced91aa5f62d70">Open For Business</a>” – to let citizens know the status of Newport News businesses. Residents can use the map to search for open businesses nearby.&nbsp;Companies of all types are invited to submit their information for inclusion on the site by completing a short form. Upon review and approval, listings will appear on the map.</span></p>

<title>Economic effect of past pandemics as a guide</title>

<p>A little bit of cautious optimism.&nbsp; The author points out that in general economies bounce back, and sometimes bounce back quickly, when a pandemic is over.&nbsp; The article is comprehensive and includes examples from the 2003 SARS and 1918 Influenza pandemics.</p>
<p>Note, I have met the author.&nbsp; She is the Chief Economist at the Zillow Group and is based out of their Seattle location.&nbsp; When I was Managing Director for the GMS Unit at the Washington State Department of Commerce, she served on a statewide committee that was focused on the housing affordability crisis in Western Washington.&nbsp; She is a top shelf researcher who knows how to apply her research and relate it to pragmatic policy approaches.</p>
