Governor Spanberger Announces Preliminary General Fund Revenues Ended Fiscal Year 2026 With $936 Million Surplus

RICHMOND, VA — Governor Abigail Spanberger today announced that after accounting for June, the full fiscal year surplus has amounted to $936.3 million. The recently adopted biennium budget incorporates $585.5 million of this surplus in Fiscal Year 2027 starting balances. General fund revenues grew $2.09 billion — or 6.7 percent — year-over-year. Growth was driven by strong individual income tax and strong sales tax receipts. Revenue figures are based on July 9 preliminary accounting reports.

“The Commonwealth has made clear our continued commitment to sound budgeting,” said Governor Abigail Spanberger. “I am proud of our bipartisan work to produce a balanced budget that delivers on shared priorities. Virginia’s adopted budget makes critical investments in education, healthcare, and public safety while setting aside revenue to protect our Commonwealth from the uncertainty coming out of Washington. I look forward to continuing to partner with the General Assembly to provide stability for businesses, families, and communities across Virginia.”

“Preliminary Fiscal Year 2026 General Fund collections ended the year $936 million ahead of the Chapter 7 forecast and more than $2 billion above Fiscal Year 2025,” said Secretary of Finance Mark D. Sickles. “Payroll withholding drove most of the growth. Additional gains came from higher non-withholding payments and fewer refund liabilities. Together, these two highly volatile revenue sources accounted for two-thirds of the Fiscal Year 2026 surplus. The General Assembly and the Spanberger Administration maintained a cautious approach to these volatile revenue sources, which is why they represent such a large share of last year’s surplus. We are committed to continuing to exercise caution with respect to these revenue streams to keep Virginia’s balance sheet healthy and resilient amid uncertain national economic conditions.”

As of July 9, preliminary accounting shows Fiscal Year 2026 General Fund revenues grew 6.7 percent or $2.09 billion. The Chapter 7 budget assumed a growth rate of just 3.7 percent, resulting in a surplus of $936.3 million.

Governor Spanberger, Roanoke Region Leaders Urge Increased, Commonsense Water Conservation Efforts in Face of Worsening Drought

The Roanoke Region Has Received Only 57% of the Rain Expected by This Time of Year, Elevating the Region to Emergency Status

RICHMOND, VA — In response to the historic ongoing drought caused by below average rainfall throughout the Commonwealth for nearly one year, Governor Spanberger and Roanoke Region leaders today urged Virginians to increase commonsense water conservation efforts.

While most of the Commonwealth remains in either a drought warning or watch status, the Roanoke Drought Evaluation Region — which includes Bedford, Campbell, Charlotte, Franklin, Halifax, Henry, Mecklenburg, Patrick, Pittsylvania, and Roanoke counties, and the cities of Danville, Martinsville, Roanoke, and Salem — has reached emergency status. On July 7, Virginia’s Drought Monitoring Task Force (DMTF) recommended a drought emergency for the Roanoke Drought Evaluation Region. As a result, local and regional leaders are working together to determine next steps if the situation does not immediately improve.

“In the midst of this historic dry period, all Virginians can help preserve our water supply,” said Governor Abigail Spanberger. “Increased water conservation measures are critical to protect access to adequate water supplies for Virginia’s families, farms, and communities as the drought persists. I appreciate the work of Virginia’s Drought Monitoring Task Force to paint an accurate picture of the severe drought conditions. We will continue to evaluate the impacts and how we can contend with this historic drought.”

“We continue to work alongside our partners throughout the Commonwealth to implement critical steps to protect our water supply during this prolonged period of exceptionally dry conditions,” said Adrienne Kotula, the Commonwealth’s Acting Drought Coordinator and Deputy Secretary of Natural and Historic Resources. “Unfortunately, if conditions on the ground do not rapidly improve, mandatory water conservation measures may be necessary in the Roanoke Region.”

“Virginia’s farmers have been struggling with a drought that began to take root in 2025 and has become more severe throughout 2026,” said Scott Sink, President of Virginia Farm Bureau. “The drought has impacted planting, availability of hay and pasture, and water access for crops and livestock. We continue to coordinate with our partners at VDACS, DOF, and other state and federal agencies to secure assistance and communicate needs. Recent rains have helped in the short term, but we anticipate long-term drought conditions to continue to impact Virginia agriculture and urge Virginians to implement best management practices related to water use and to report drought impacts they are experiencing to their local Virginia Cooperative Extension and FSA offices.”

“Providing a safe and reliable water supply is a responsibility we take seriously, and we can accomplish this goal by proactively managing the challenges of these extended dry conditions through careful planning, operational adjustments, and responsible stewardship of our water resources,” said Michael T. McEvoy, Executive Director, Western Virginia Water Authority. “While these efforts are helping maintain reliable service, water conservation is an essential part of our shared response. We encourage residents to take simple, voluntary steps to use water wisely. By reducing water use today, we can preserve available resources and help our communities better withstand continued dry conditions.”

“Protecting our water supply is a priority shared by leaders across the region,” said Senator Chris Head. “I continue to hear from farmers, small business owners, and families who are worried about the drought facing our region — and know how vital a reliable water supply is to our economy and our way of life. As we work to meet this challenge, I will continue to support the Virginians most affected by these conditions and make sure our community always has a voice in these decisions.”

“Over the past several months, I have heard directly from Virginians across the 41st District who have shared their concerns about declining water levels and below-average rainfall,” said Delegate Lily Franklin. “The data is clear: our region is facing a drought emergency. It is important that we take action to protect our farmland, our communities, and our entire economy.”

CURRENT DROUGHT STATUS

All areas of the Commonwealth continue to experience record historic drought conditions. The situation in Roanoke has worsened according to key indicators, including:

Rain is approximately 7.8 inches below normal on average throughout the Commonwealth. This represents the second driest water year on record. The Roanoke Drought Evaluation Region has only received 57 percent of the rain that is normal for this time of year. While the seven‑day forecast calls for continued isolated rain events, below‑normal totals (less than 0.5 inch) are forecast for the New River and Roanoke Drought Evaluation Regions.

Streamflow within the James River, Meherrin River, New River, and Roanoke River watersheds continue to have significant deficits. Surface water flow for the Roanoke Drought Evaluation Region is below the 5th percentile.

Soil moisture remains well below normal, with the driest conditions persisting along the Blue Ridge Mountains and along the central and eastern portions of the Virginia-North Carolina border.

Reservoir levels at Smith Mountain Lake and John Kerr Reservoir are much lower than normal, at 5.5 feet and 4.45 feet below normal, respectively.

Should the situation continue, a drought emergency declaration may be required — as recommended by the Drought Monitoring Task Force — to activate mandatory non-essential water use restrictions, as called for in Virginia’s Drought Assessment and Response Plan. This plan has been in effect in the Commonwealth since 2003 and was developed after the last time Virginia experienced a drought of this level.

Mandatory non-essential water use restrictions that are not currently in effect, but may be required in the future, include restrictions on:

Irrigation of lawns, gardens, and landscape materials
Irrigation of golf courses;
Irrigation of athletic fields;
Washing of paved surfaces, including streets, roads, sidewalks, driveways, garages, parking areas, tennis courts, and patios;
Washing or cleaning of mobile equipment, including automobiles, trucks, trailers, and boats, except washing of public safety or highway construction and maintenance vehicles as necessary to preserve the proper functioning and safe operation of the vehicle or washing of agricultural equipment for biosecurity;
Operation of ornamental fountains, artificial waterfalls, misting machines, and reflecting pools;
Filling and topping off outdoor swimming pools

In addition, should a drought emergency be declared, the Department of Environmental Quality (DEQ) will require industrial water users to reduce water withdrawals to protect essential water uses for public safety, health, and welfare. For the duration of a drought emergency, the DMTF would continue to assess conditions and provide weekly updates. The DMTF will hold their next meeting on Tuesday, July 21, 2026.

Governor Spanberger continues to encourage all Virginians to conserve water during this drought.

Governor Spanberger Announces $7.3 Million in Disaster Relief Grants to Support Helene Recovery Efforts

Funding Will Boost Long-Term Recovery After Tropical Storm Helene Damaged Localities in Southwest Virginia

RICHMOND, VA — Governor Abigail Spanberger today announced $7.3 million in disaster relief grants to Giles and Washington counties and the Town of Fries to support long-term recovery after Tropical Storm Helene caused widespread damage and destruction in Southwest Virginia in 2024.

Giles and Washington counties will each receive $3.5 million to support the repair, rehabilitation, reconstruction, and replacement of disaster-damaged homes for low- and moderate-income households. The Town of Fries will receive $322,712 for the installation of a generator at its water treatment facility to ensure continuity of essential water services during power outages and future weather-related events.

“Tropical Storm Helene delivered historic and devastating impacts to Southwest Virginia — washing out roads, damaging homes, and overwhelming local infrastructure in ways that no community could — or should have to — shoulder alone,” said Governor Abigail Spanberger. “As Virginians continue rebuilding their lives, these disaster relief grants will help provide families and localities with the long-term support they need to fully recover. I am committed to supporting these communities, restoring what was lost, and building resilience so that when future storms come, Virginia is better prepared.”

With these awards, Virginia is disbursing funding received in 2025 through the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant-Disaster Relief (CDBG-DR) program, which assists communities in recovering from presidentially declared disasters and in mitigating risks from future hazards. The Department of Housing and Community Development (DHCD) is responsible for the administration of CDBG-DR funds within the Commonwealth.

“This funding plays a critical role in filling the gaps that remain long after the immediate crisis has passed,” said Secretary of Commerce and Trade Carrie Chenery. “These coordinated and deployed investments ensure the households that are often the hardest hit and the last to recover receive the assistance they need. Through these grants, we’re not only repairing what was damaged, but also addressing long-standing vulnerabilities and reducing future risk. This is how we build stronger, more resilient communities across the Commonwealth.”

“Administering CDBG-DR funds is one of the most important responsibilities we have at DHCD, because it directly affects the stability and recovery of Virginia families,” said DHCD Director Dr. Tamarah Holmes. “Our team is committed to ensuring these dollars are delivered efficiently, transparently, and equitably so communities can rebuild safer, stronger, and with greater resilience. We look forward to working closely with local partners in Giles County, Washington County, the Town of Fries and other eligible localities as they move forward in their long-term recovery.”

🎵 "Take Me Away"🎵 ...

that's the name of a song that keeps some of us still humming.

It's summer. And many dream of leaving on a jet plane for adventure far, far away.

Manassas Regional Airport – Virginia's largest general aviation airport just 30 miles southwest of Washington, D.C. – has been officialy renamed Washington Manassas Airport. It will continue to offer regional flights, but is expanding to launch its first scheduled commercial passenger flights in Spring 2027.

But back in the day, its original 1932 location was four miles northeast at 8365 Sudley Road (today's Manaport Plaza, hence the shopping plaza's name). Due to increased airport activity and development, it reloacated in the 1960s to its current location and was dedicated in 1964.

The 1936 image below is of James H. Payne (1916-2007) seated in an airplane at the original Manassas airport. He served for 34 years on the town and City councils, as vice mayor, and served for years on the Manassas Airport Commission.

Governor Spanberger Announces Virginia Ranked #1 in Nation for Customized Workforce Training

The Virginia Talent Accelerator Program Earns Top Ranking from Business Facilities

RICHMOND, VA — Governor Abigail Spanberger announced today that Virginia is ranked number one in the United States for customized workforce training in the 22nd annual Business Facilities Rankings Report for the fourth consecutive year.

Business Facilities, a leading national publication for economic development professionals, recognized the Virginia Talent Accelerator Program for its success in delivering workforce training to new and expanding companies. Virginia is also ranked among the country’s top five states for business climate. Last month, Business Facilities recognized InternshipsVA — a statewide initiative Governor Spanberger launched to connect students with paid internships in Virginia — with its 2026 Economic Development Organization (EDO) award.

“The Virginia Talent Accelerator Program continues to distinguish the Commonwealth as a leader in workforce development and innovation,” said Governor Abigail Spanberger. “By investing in Virginia’s workforce, we are creating new opportunities for Virginians, helping companies thrive, and reinforcing the Commonwealth’s position as one of the best places in the nation to grow a career or build a business. This recognition underscores the lasting impact of this program that elevates workers, supports businesses, and leverages the expertise at Virginia’s top-tier higher education institutions.”

“Companies choose to invest where they know they can find and develop exceptional talent, and Virginia continues to lead by example,” said Secretary of Commerce and Trade Carrie Chenery. “The Virginia Talent Accelerator Program has become a powerful economic development tool, helping employers build skilled teams while creating meaningful career opportunities for Virginians across the Commonwealth. I congratulate the Talent Accelerator team for this recognition of their hard work and continued efforts.”

The Virginia Talent Accelerator Program is a workforce initiative created by the Virginia Economic Development Partnership in collaboration with the Virginia Community College System with funding support from Governor Spanberger’s administration and the Virginia General Assembly. The program accelerates new facility startups through the direct delivery of recruitment and training services that are fully customized to a company’s unique products, processes, equipment, standards, and culture. All program services are provided at no cost to qualified new and expanding companies as an incentive for job creation.

Since launching in 2019, the Virginia Talent Accelerator Program has helped support more than 22,000 jobs across Virginia. Governor Spanberger’s commitment to expanding opportunity for the workforce is also reflected in the launch of InternshipsVA in February as one of her first major economic development announcements. InternshipsVA is part of the Spanberger Administration’s larger statewide effort to develop, attract, and retain top talent in Virginia. The program helps Virginia employers create and expand high-quality, paid internships to connect college students with real-world work experience.

Governor Spanberger Secures $40 Million Investment by Rural King in Henry County

Distribution Center to Create 150 New Jobs for Virginians in the Region

RICHMOND, VA — Governor Abigail Spanberger announced today that Rural King — a national retail brand specializing in farm and home supplies — will invest $40 million to establish a new distribution facility in Henry County. Upon completion, Rural King expects to create 150 new jobs for Virginians at the facility.

As part of the investment, Rural King acquired an existing 500,000 sq. ft. warehouse facility at the Patriot Centre Industrial Park that was previously vacated by VF Corporation in 2025. The site selection aligns with broader efforts by the Spanberger Administration and the Commonwealth to leverage existing business-ready sites across Virginia and to drive business investment to every community.

“Rural King’s decision to locate its new distribution center in Henry County underscores Virginia’s position as a premier logistics hub on the East Coast,” said Governor Abigail Spanberger. “This investment builds on that foundation by bringing new life to an existing facility and creating meaningful jobs for the region. We’re proud to increase Rural King’s presence in Henry County and to support a project that will strengthen our supply chains and create quality jobs for hardworking Virginians.”

“We look forward to supporting Rural King’s growth as it joins a community with a proud history of making and moving products that power our economy,” said Secretary of Commerce and Trade Carrie Chenery. “Virginia’s skilled workforce, strategic location, and business partnerships continue to attract investment from national brands like Rural King, and we celebrate that impact in Henry County today.”

“We’re excited to expand our distribution network with this new facility in Henry County and deepen our commitment to serving customers across the region,” said Rural King Vice President of Human Resources Amy Shafer. “This investment reflects Rural King’s continued growth and our dedication to creating meaningful career opportunities in the communities we serve. Henry County offers a strong workforce and welcoming business environment, making it an ideal partner for this next phase of our expansion. We look forward to increasing our engagement in the community.”

Founded in 1960 and headquartered in Mattoon, Ill., Rural King operates more than 160 locations nationwide alongside its e-commerce platform. The company specializes in providing a broad range of necessities, essential goods, food, feed, seed, and other farm and home products.

“Rural King’s decision to locate its logistics operation in Henry County highlights the strength and versatility of our existing building inventory,” said Henry County Board of Supervisors Chairman Jim Adams. “The successful reuse of the former distribution center not only brings a major facility back online, but does so with jobs that provide greater earning potential for our residents. This project reflects our balanced approach to economic development which leverages both new sites and existing facilities to create opportunities that benefit our workforce and our community.”

“Rural King’s decision to locate a distribution center in Henry County highlights the region’s strategic advantages and strong workforce,” said Virginia Port Authority Executive Director and CEO Sarah J. McCoy. “By leveraging the global reach of The Port of Virginia, Rural King is well positioned to efficiently move goods, strengthen its supply chain, and better serve customers across the Mid-Atlantic and beyond. This investment not only supports the company’s continued growth but also brings meaningful jobs and economic opportunities to Southern Virginia.”

The Virginia Economic Development Partnership worked with Henry County to secure the project for Virginia. Governor Spanberger approved a $750,000 grant from the Commonwealth’s Opportunity Fund to assist Henry County with the project. Funding and services to support the company’s employee training activities will be provided through the Virginia Jobs Investment Program. Rural King’s expansion in Henry County is supported by the federal New Markets Tax Credits Program.

Greater Williamsburg Sports & Events Center hosts grand opening

A major new regional attraction officially opened its doors June 24 as the Greater Williamsburg Sports & Events Center. The 200,000-square-foot indoor sports complex is expected to attract tournaments, athletes and visitors from across the region and beyond, generating significant economic benefits for local businesses, restaurants, hotels and attractions. The facility features hardwood courts, indoor turf space and flexible event areas designed to host a wide range of sporting events and community activities.

Tractor Supply coming to former Kmart site

Tractor Supply Company is planning a new York County location in the former Kmart shopping center off Bypass Road. The retailer offers products for home improvement, gardening, pet care, livestock, agriculture and outdoor living. The redevelopment will bring new activity to a long-vacant commercial space and expand retail options for residents and businesses alike.

Jellystone Park rebrands popular campground

A longtime York County campground is entering a new chapter under a nationally recognized brand. Formerly known as Williamsburg Campground, the property has been acquired and rebranded as Jellystone Park Williamsburg. The family-focused destination offers RV sites, cabins, water attractions and themed activities featuring Yogi Bear and friends. A ribbon cutting is scheduled for July 10.

As we began executing the Hampton Roads Playbook over the course of the past year, one theme has come into sharper focus across Hampton Roads: readiness matters.

In economic development, readiness is not an abstract idea. It is the difference between competing and watching opportunity pass by. It is the difference between having a vision for growth and having the sites, infrastructure, partnerships, and regional alignment to make that vision real.

That is why site readiness has become a regional imperative for Hampton Roads.

Through the leadership of EVRIFA, our region is taking important steps to prepare the next generation of competitive sites for major investment, job creation, and long-term economic resilience. The Alliance is proud to support this work because we know that, to win tomorrow’s projects, we must align, prepare, and invest today. Site readiness is not just about land. C-PACE Financing: How It Works

C-PACE is a public/private partnership established by state legislation that allows commercial property owners and developers to access private capital for eligible improvements related to energy efficiency, water conservation, renewable energy, or resiliency. In many cases, projects built to code can qualify.

Notable News

Governor Abigail Spanberger announced Friday that the National Innovation Quarter (National IQ) has been awarded nearly $4 million in GO Virginia funding, the largest award issued in this funding round. The award includes $800,000 to establish an innovation lab in Alexandria, developed in partnership with Virginia Tech, Inova, the City of Alexandria, National IQ, and Arlington, to create a dedicated space for entrepreneurs to prototype, test, and commercialize emerging technologies.

This future testing space fulfills a priority in ALX Forward and builds on Alexandria's existing industrial stock and co-working and co-warehousing spaces to further cement the City's place as the build-and-test site for the region’s innovation economy. Business Facilities named Alexandria the top innovation district to watch in 2025.

"This GO Virginia investment turns the promise of National IQ into the infrastructure, programming and partnerships companies need to build, test and scale in Northern Virginia," said Marian Marquez, Senior Vice President at the Alexandria Economic Development Partnership. "For Alexandria, it advances the City's focus on innovation by pairing Virginia Tech's presence with an innovation lab where entrepreneurs, industry, and government partners can move emerging technologies from concept to commercialization."

Systems Planning & Analysis' (SPA) $47 million expansion in Northern Virginia has been recognized by Area Development as the No. 1 non-manufacturing project in Virginia and the No. 5 non-manufacturing project in the nation. Spanning Fairfax County and the City of Alexandria, the investment will create more than 1,200 new jobs and earned Virginia a 2025 Golden Shovel Award.

More Time to Apply: Accelerate ALX Deadline Extended

There's still time to apply for Accelerate ALX, AEDP's no-cost, no-equity start-up accelerator for Alexandria-based tech founders. The application deadline has been extended to July 15, giving founders additional time to apply. Participants receive one-on-one mentorship, targeted workshops, and direct access to the DMV's innovation ecosystem to scale their businesses. Startups in AI, cybersecurity, defense, quantum, robotics, aerospace, energy, and computer services are encouraged to apply. Apply by July 15.

The City of Alexandria now makes lists of approved special events visible on its website to help nearby businesses with planning and coordination. Visit the Special Events webpage for information on events that have been scheduled and approved or to understand the application and approval process better. To learn more about a specific event, you can also search Apex, the City's permitting portal, by permit number.

Long before modern medicine and industry, pine trees played an essential role in colonial life. Pines are believed to be the oldest trees on earth. With over 90 species, pine trees have a long history. Isle of Wight County Museum Director Jennifer England will highlight their colonial history to include their use as naval stores and a source of Vitamin C.Afterwards, we’ll enjoy a pinecone craft and pine needle-flavored tea.

In this special edition of our "Coffee with a Historian" series, we will explore how ice cream made its way to America, who enjoyed it during the Revolutionary Era, and how it evolved into one of the country's favorite traditions. Building Improvement Grants Now Open

The Building Improvement Grant Program offers financial assistance to property owners, tenants, and prospective tenants in qualifying areas of Historic Downtown Waynesboro and Rockfish Gateway. Eligible businesses can receive reimbursable grants of up to $5,000 for exterior façade improvements such as painting, awnings, and signage, along with up to $4,000 for landscaping improvements including hardscaping, paving, and new plantings. BOOST Tourism Grants Now Open

The BOOST Grant Program provides grants of up to $3,000 to businesses and organizations for the marketing of tourism-related events, festivals, attractions, and initiatives that increase visitation to Waynesboro. Funding is available for eligible projects taking place within the City of Waynesboro during the upcoming grant cycle. Applications are due July 17, 2026. Governor Spanberger Announces $5.6 Million in GO Virginia Funding to Support Innovation & Economic Growth Across the Commonwealth

GO Virginia Grants Have Created 27,000 Jobs for Virginians to Date

RICHMOND, VA — Governor Abigail Spanberger today announced more than $5.6 million in Growth and Opportunity for Virginia (GO Virginia) grants to support projects focused on increasing energy reliability, investing in advanced manufacturing, strengthening national security, and creating good-paying job opportunities for Virginians across the Commonwealth.

Local governments, employers, higher education institutions, and nonprofit partners have committed more than $2.9 million in matching funds and more than $1.6 million in additional leverage, demonstrating strong regional ownership of economic development strategies, private-sector confidence in Virginia’s competitive position, and deep alignment with statewide economic diversification priorities.

“These projects reflect my commitment to building a more resilient and diversified economy that’s prepared for the challenges of today and the opportunities of the decades ahead,” said Governor Abigail Spanberger. “By opening doors to new career opportunities, supporting high-growth industry clusters, and investing in sites and infrastructure that make Virginia investment-ready, we are building a stronger economic foundation for every region of our Commonwealth. These investments will help make sure that communities of all sizes can compete, innovate, and thrive in a rapidly changing economy.”

The new projects tap into the Commonwealth’s deep bench of skilled workers and its long-standing commitment to developing talent in high-growth industries. By expanding hands-on training environments, strengthening industry-education partnerships, and creating new pathways into advanced manufacturing, energy technology, cybersecurity, aviation, and food production, these initiatives ensure that Virginians can step directly into the jobs that are shaping the state’s economic future. Each investment reinforces a workforce ecosystem that is already adaptable, diverse, and primed for innovation, while opening doors for more residents to gain the skills and credentials that modern employers demand.

“What sets Virginia apart is our ability to bring world-class assets, exceptional talent, and industry-leading companies together through coordinated regional strategies,” said Secretary of Commerce and Trade Carrie Chenery. “These strategic investments drive measurable economic impact and reflect our shared commitment to supercharging Virginia’s entire economy.”

Since its inception in 2017, GO Virginia has strengthened regional economies through strategic collaboration across 131 localities. The program’s capacity-building investments have supported the creation of 27,000 jobs, created industry-aligned training opportunities for 58,000 individuals, served more than 27,000 businesses, and helped firms access more than $700 million in capital for business expansion.

“The GO Virginia State Board, together with our Regional Council partners, takes seriously the responsibility entrusted to us to steward resources that create real economic opportunity for Virginians. Each project approved today reflects careful planning, regional collaboration, and data-driven decision-making that guides our work. We remain deeply committed to supporting initiatives that create meaningful jobs, strengthen local economies, and position the Commonwealth for long-term resilience,” said GO Virginia Board Chair Emily O’Quinn. “Our shared leadership ensures that investments align with regional priorities while advancing a statewide vision for economic diversification and sustained growth.”

The following approved projects are organized by their primary industry focus to illustrate how GO Virginia investments strengthen key sectors of Virginia’s economy.

ADVANCED MANUFACTURING, AGRICULTURE, & LOGISTICS

Glade Highlands Regional Industrial Park Site Lots 6 & 7 | $61,409

Region 1 – Southwest Virginia: Counties of Smyth, Washington

The Glade Highlands initiative prepares a strategically located industrial site along I-81 to support advanced manufacturing, food and beverage processing, and logistics companies. By advancing a 24-acre parcel into a pad-ready, investment-ready site, the project strengthens regional competitiveness, expands industrial capacity, and aligns with the region’s targeted industry sectors.

ENERGY TECHNOLOGY & CLEAN ENERGY SUPPLY CHAINS

Strategic Cluster Advancement for Leading Energy (SCALE) | $154,391

Regions 4 – Capital Region & 5 – Hampton Roads: Hanover County, Town of Ashland, and Virginia’s Gateway Region and Hampton Roads Alliance on behalf of their member localities

SCALE is a two-region cluster initiative designed to expand Virginia’s energy technology ecosystem. Through coordinated outreach, strategy development, and industry engagement, the project supports the growth of grid technologies, advanced power systems, and energy-focused firms. SCALE enhances regional collaboration and strengthens Virginia’s positioning in a rapidly evolving national energy sector.

CYBERSECURITY, ARTIFICIAL INTELLIGENCE, & EMERGING TECHNOLOGIES

Cybersecurity & AI Lab to Advance Workforce Readiness | $351,537

Region 4 – Capital Region: Counties of Chesterfield, Dinwiddie, Prince George, Charles City, Surry, Sussex, Cities of Colonial Heights, Hopewell, Petersburg

This initiative expands the pipeline of cybersecurity and artificial intelligence talent by creating a dedicated Cybersecurity and AI training environment at Brightpoint Community College. The project strengthens regional workforce readiness and ensures employers have access to trained, credentialed IT professionals aligned with regional and statewide technology priorities.

National Innovation Quarter (NIQ) | $3,933,000

Region 7 – Northern Virginia: Arlington County, City of Alexandria

The National Innovation Quarter establishes a regional innovation district to support dual-use technologies that serve both commercial and national security markets. Through coordinated programming, startup acceleration, and the implementation of regional strategy, NIQ strengthens the technology ecosystem in Northern Virginia. The project advances company formation, talent development, and commercialization in fields such as cybersecurity, robotics, AI, and advanced hardware.

TRANSPORTATION, LOGISTICS & AEROSPACE TECHNOLOGY

Shenandoah Valley Aviation & Logistics Workforce Pipeline | $475,000

Region 8 – Shenandoah Valley: Winchester Regional Airport Authority on behalf of its member localities, Winchester City Public Schools, Frederick County Public Schools

This initiative builds a comprehensive aviation and logistics workforce pipeline that spans K-12 through higher education. By aligning curriculum and programming to employer needs in aerospace and logistics, the project expands regional workforce capacity and supports long-term talent development in a growing industry sector.

FOOD & BEVERAGE MANUFACTURING

Venture Central Food & Beverage Accelerator | $262,192

Region 9 – Central Virginia: Counties of Albemarle, Madison, Fauquier, Nelson, Orange, City of Charlottesville

The Food & Beverage Accelerator supports manufacturers in scaling through cohort-based training, business advising, and industry engagement. Designed to strengthen a traded-sector industry identified in the regional Growth and Diversification Plan, the project helps growth-stage companies improve production, expand markets, and enhance competitiveness across Central Virginia.

CROSSSECTOR / MULTI-INDUSTRY PLANNING

Multi Region Commercial Real Estate Market Analysis | $250,000

Regions 7 – Northern Virginia, 4 – Capital Region, & 5 – Hampton Roads:

Counties of Arlington, Fairfax, Henrico, Cities of Alexandria, Richmond, Norfolk, Virginia Beach

This multiregional planning effort examines office- and innovation-oriented real estate needs across three metropolitan regions. The analysis will provide insight into redevelopment opportunities, business space requirements, and site competitiveness to support targeted industries such as IT, cybersecurity, life sciences, shipbuilding, and advanced manufacturing.

CoAspire Expands Manassas Campus Within First Year

Less than one year after launching operations in Manassas, CoAspire is already expanding both its footprint and workforce, underscoring the City’s growing momentum as a center for advanced manufacturing, aerospace, and defense innovation.

Founded in 2013, CoAspire is a Northern Virginia-based prime and subcontractor serving the defense and aerospace industries. The company develops products including the Rapidly Adaptable Affordable Cruise Missile (RAACM) while also providing professional services, consulting, and information technology support to federal agencies and industry partners.

What began in the 30,000-square-foot former Georator facility has quickly evolved into a growing campus. CoAspire is expanding into neighboring space while also operating an additional facility in the City focused on specialized technical production and manufacturing processes.

CoAspire has grown to more than 120 employees, with approximately half of its workforce based in Manassas. The company continues to recruit engineers, technicians, manufacturing specialists, quality professionals, and production support staff. These opportunities align directly with the region’s workforce pipeline, from Manassas City Public Schools’ Career and Technical Education programs and hands-on learning at Osbourn High School to technical training at Northern Virginia Community College and advanced engineering talent emerging from George Mason University’s Science and Technology Campus.

CoAspire’s expansion, alongside Micron’s continued growth, highlights a defining strength of Manassas: a concentration of advanced manufacturing and engineering employers that continues to position the City as one of Northern Virginia’s premier destinations for high-wage technical careers and innovation.
